Arcata, California city council proclamation:
We must limit greenhouse gas emissions now!

Here is the Arcata city council's August 2, 2000 proclamation calling for a reduction in greenhouse gas emissions and adherence to the 1997 Kyoto protocol in response to the growing threat of global climate change and its potential consequences.
